Where does runoff from your streets go? Street runoff does not go into a sewer system… It goes right out into the environment and heads "downstream". Anything that hits the ground will washout down the street- down the drain- and out into whatever environment there is. Oil spilled in the street, ends up in the creek- down to the river- into the estuary-out to the sea in my neighborhood- what happens in yours? what damage do you think can happen? what do you think can be done to minimize the problem/damage?
