Any whoo… I have a few ideas for you.
1) You could make things that would produce toxic waste illegal in the first place
(example nuclear weapons)
2) Some sort of law that made someone disposing toxic waste to do it the right way, not leaving it in a river or a pile by the side of the road
3) Be creative and make a law where you have to send nuclear waste somewhere like space or to Asia
My idea would be for you to do your own homework!
