What is the most devastating ecological damage one town can do to a neighboring town legally?
Suppose two towns have a rivalry — what is the most damage you can do to another town in terms of ecology for the least amount of money that is still legal. (opening a polluting power plant or factory takes a large amount of capital, for example)
