Do we have the technology yet to break down water into usable energy with the hydrogen?

I have seen videos of cars running off of hydrogen all over the place and I once went to an event which had cars running off of hydrogen but is there any company out there taking water, separating it to oxygen and hydrogen and burning the hydrogen? And since its so easy, why can we just take ocean water with desalination, turn it in fresh water, convert it to oxygen and hydrogen and use the hydrogen since hydrogen emits zero pollution and the BTU’s is far greater than gasoline and Diesel?

Why are people so insensitive about the environment?

I still see people throwing garbage out their car windows, wasting fresh water even in the most developed places. Why does this still happen after everything that is being said and done about the environment. Is this within human nature to not care about tomorrow?

What makes survival in fresh water and salt water different?

I know that most sea creatures have to live in saltwater to survive and some have to live in fresh water. Why is this so? Add lots of details, please.

My girlfriends neighbor washes his car everyday wasting water. Is there a company I can call to complain?

He washes his BMW everyday (even when it just rained). He wastes so much water it is not even funny. He even invites his friends over and has a "car wash party." I live in San Jose, CA. Is there anywhere I can call and put in a complaint because he is a good reason that we are running out of fresh water.

What do water desalinating plants dilute brine with before returning it back to the ocean?

I read in an article that it takes two gallons of sea water to make one gallon of fresh water. My question is the left over water or brine is twice as salty as regular sea water. Plants say the dilute before returning it back to the ocean. My question is, dilute it with what? If obtaining fresh water is the goal, are they just taking that fresh water back and mixing it with the brine?
