Recyle cost vs Prodcution from raw materials cost?

I was talking to someone who said that it takes more energy and money to recyle paper than it is to make it from raw materials.

Things to consider (all following situations is under the assumed condition that there are enough recyling facilities around so transportation won’t be a major factor.)

-What’s being recycled (paper, plastic and metal)
-Enviromental impact
-Energy cost
-Money

why does a community stop a recycling program?

In Mentor, Ohio, they stopped the recyling program but offered that we could drive our recylables to a location to dump.

As a result, hardly anyone recycles.
Cities don’t make decisions on ‘caring’. They shouldn’t! They are there to administrate and it costs money.

I am trying to figure out why it doesn’t work and no, I am not going to organize any recycling programs.

How is unplugging our appliances, turning off the lights save the environment?

For example for water to be labeled "spring water", does the company have to provide proof to the FDA that the water actually comes from a spring? In other words, am I wasting my money on glorified tap water?

Trying to be more economically concerned, I’m thinking about all the plastic I’m wasting buying plastic water bottles. However, I notice an apparent taste difference between tap water and bottled water. Taste wise, I prefer bottled water but think of all the plastic and money I could be saving with using tap water? I live in Connecticut. I know you can make money with scrap metal and soda cans. What about papers? Other plastics besides soda bottles? I know I can recycle them but can I make some money by doing it? Say I bring in 500 pounds of paper will I get anything for it? What about 300 pounds of #1 & #2 plastic?
