It is the same as dumping a full ashtray onto the street but they just do it a little at a time.

Has anyone heard of anyone getting cited for this type of littering?

It is nothing more or nothing less than littering- cigarette butts are tossed anywhere and everywhere and they can take decades to degrade

Smokers roll burning butts over my hood every day all day. Car makers took ash trays out of cars. What are they supposed to do with their burning butts then, and is throwing them out the car window considered littering and illegal?
